Planning Permission in Guildford Borough – A Complete Guide
This guide explains how planning permission works in Guildford Borough Council’s area – application types, fees, timelines, Permitted Development rights, Green Belt and conservation-area constraints, and what to do if your application is refused. It is written by RIBA Chartered architects who design and submit residential applications across the borough. If you would rather discuss your specific property, we offer free initial consultations. You can also see how this applies to extensions in our Guildford house-extension guide.
Do You Need Planning Permission in Guildford?
Not every project needs a planning application. Many smaller works are covered by Permitted Development (PD) rights granted under national planning law – but Guildford is more restrictive than most Surrey boroughs because around 89% of the borough sits within the Green Belt and several areas carry conservation or Article 4 designations. The general rule:
- Internal alterations: rarely need planning permission (but may need Building Regulations and listed building consent)
- Single-storey rear extensions within size limits: usually PD – unless in Green Belt, conservation area or Article 4 zone
- Two-storey extensions: almost always require planning permission
- Loft conversions: usually PD unless adding mansards or in a conservation area
- Anything in the Green Belt, a conservation area or Article 4 zone: assume planning permission is required
We confirm exactly which rules apply to your property as part of a feasibility study before any design work begins.
Permitted Development in Guildford – Key Limits
Single-storey rear extensions
Detached homes: up to 4m deep (8m under the Larger Home Extension scheme with Prior Approval). Semi-detached and terraced: up to 3m deep (6m under Prior Approval). Maximum height 4m; maximum eaves height 3m within 2m of a boundary. Materials must be similar in appearance to the existing house. PD is removed in Green Belt, conservation and Article 4 areas.
Two-storey rear extensions
Maximum 3m beyond the rear wall, at least 7m from the rear boundary, eaves height matching the existing house, roof pitch matching as far as practicable. In Guildford these almost always require planning permission.
Loft conversions
Up to 50m³ added volume for detached and semi-detached homes, 40m³ for terraced. No extension beyond the existing roof slope on the principal elevation fronting a road. No verandas, balconies or raised platforms.
Outbuildings
Maximum 50% of the curtilage covered by outbuildings; maximum height 4m (dual-pitched) or 3m (other roofs); single-storey only; not forward of the principal elevation.
Green Belt – the Defining Guildford Constraint
Roughly 89% of Guildford Borough is Green Belt. Green Belt policy permits only ‘limited’ extensions – broadly, those that are not ‘disproportionate’ additions over and above the size of the original dwelling (the building as it stood on 1 July 1948, or as built if later). There is no fixed percentage in policy; case law generally treats a 30–50% volume increase as defensible, but every property is judged on context. We test the maths against your specific property at feasibility stage.
Guildford Conservation Areas
Guildford has numerous conservation areas, including Guildford Town Centre, Chilworth, Compton, Shere, Albury and East Clandon. Extensions here must respect local character, use sympathetic materials and avoid disrupting the historic streetscape. Article 4 directions in some areas remove PD rights entirely. If your property sits in one of these areas, assume planning permission is required for any external alteration.
How Long Does Guildford Planning Take?
Statutory decision timelines from validation:
- Householder application: 8 weeks
- Full planning application: 13 weeks (8 weeks for minor applications)
- Listed building consent: 8 weeks
- Lawful Development Certificate: 8 weeks
- Prior Approval (Larger Home Extension): 42 days
‘Validation’ means the council has confirmed your submission is complete – typically 1–2 weeks after submission. Add 4–6 weeks if you opt for a pre-application enquiry, which we strongly recommend for Green Belt and conservation-area sites.
Guildford Planning Application Types
| Application type | When you need it | Decision |
| Lawful Development Certificate | Confirming PD eligibility | 8 weeks |
| Householder application | Most extensions to a single dwelling | 8 weeks |
| Full planning application | New dwellings, change of use, larger schemes | 13 weeks |
| Listed building consent | Any work to a listed building | 8 weeks |
| Pre-application enquiry | Recommended for Green Belt / conservation | 4–6 weeks |
| Prior Approval (LHE) | Larger single-storey rear extensions | 42 days |
Common Reasons Guildford Applications Are Refused
- Disproportionate addition in the Green Belt
- Loss of amenity to neighbours (overlooking, overshadowing, loss of light)
- Inappropriate design or materials in a conservation area
- Excessive bulk or scale relative to the original dwelling
- Impact on protected trees or hedgerows; insufficient parking
- Inadequate or incomplete supporting information
What If Your Application Is Refused?
You have three options: resubmit with changes (a free amended application within 12 months addressing the refusal reasons); appeal to the Planning Inspectorate (typically 6–12 months, best where the council’s reasons are contrary to policy); or revise the scheme. Most refusals stem from issues identifiable at feasibility stage – which is why we never start design work without a proper feasibility assessment first.

FAQs
Do I need planning permission for an extension in Guildford?
Many extensions fall under Permitted Development, but Green Belt and conservation designations restrict PD across much of the borough. Always confirm via a feasibility study before assuming PD applies.
How big can I extend in the Guildford Green Belt?
Policy allows ‘limited’ extensions that are not ‘disproportionate’ to the original dwelling. There is no fixed percentage; up to a 30–50% volume increase is often defensible, judged case by case.
Can I start building before permission is granted?
No. Building without required permission is unauthorised development and can trigger an enforcement notice. Always wait for the formal decision.
Do I need a planning consultant or an architect?
For most residential projects a RIBA Chartered architect handles the application as part of the design service – no separate consultant needed.
